It's not your responsibility to police another person's play. Unless you know there has been some real life problems that have kept them from playing (which we all have from time to time and in that case it's nice to have someone who is understanding) I'd say that it's between said mun and the mods. You can then deal in game with a disappearance which has got to be easier than trying to handwave 90 days of daily life.
